一、背景
中国全球抗击艾滋病、结核病和疟疾基金项目国家协调委员会(China Country Coordination Mechanism for the Global Fund to Fight AIDS, Tuberculosis and Malaria,以下简称CCM ),是根据全球抗击艾滋病、结核病和疟疾基金(以下简称全球基金)的有关要求,为审议、批准和协调申请全球基金项目,监督和指导经全球基金批准在中国境内实施的项目而建立的协调机制。CCM坚持“公开透明、广泛参与、高效运作”的原则,积极为全球基金项目在中国的顺利实施做出贡献。
CCM共成功申请14个轮次渠道项目、3个持续滚动资助项目(RCC)和1个国家策略项目(NSA)。轮次渠道项目分别是第三、四、五、六、八轮艾滋病项目,第一、四、五、七、八、九轮结核病项目,以及第一、五、六轮疟疾项目。RCC分别为第三轮艾滋病、第一轮和第四轮结核病项目;NSA为疟疾国家项目。目前,这三个病种的项目已实现全部整合。
中国全球基金项目国家协调委员会(CCM)于2006年2月20日第15次全体会议通过了新修订的《中国全球抗击艾滋病、结核病和疟疾基金项目国家协调委员会工作章程(试行)》。该章程规定,CCM 类别组成员任期为2 年。各类别组自己推选其类别组CCM成员。代表应通过公开透明、有记录的程序从其本组中产生。每名CCM 成员可与本类别组其它2 人(即列席代表)共同参加CCM 会议。CCM类别组成员的权利、责任等也在CCM章程中有明确的规定-请参见附件1。(如果您想了解更多关于全球基金和CCM的信息,请登录CCM网站:http://www.chinaccm.org.cn/。)
原CCM国际非政府组织类别组代表威廉•杰斐逊•克林顿总统基金会(克林顿基金会)北京代表处于2010年12月5日正式向CCM秘书处提出辞职,并于2011年1月4日正式写信通知其所在类别组。根据CCM章程,这一辞职已经生效。因此,现由CCM秘书处协助召集该类别组代表选举工作。
二、代表的资格条件
报名参加代表选举的申请人应符合《中国全球基金项目国家协调委员会成员换届方案》(附件2第六节)所列的代表资格,尽管本类别组不对其参与成员的资格设定资格限制,但是CCM代表和参会代表必须是致力于防治艾滋病、结核病和疟疾三种疾病的国际非政府组织。

I. Background
The China Country Coordinating Mechanism for the Global Fund to Fight AIDS, Tuberculosis and Malaria Project, (CCM) was established in accordance with the requirements of the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) in order to inspect, authorize and coordinate applications for Global Fund projects, as well as to establish a coordinating mechanism to provide monitoring and guidance for Global Fund authorized projects being implemented in China. The CCM adheres to principles of openness and transparency, broad participation and efficient operation and seeks to contribute to the successful implementation of Global Fund projects in China.
Currently, 14 round-based grants, 3 RCC grants and one National Strategy Application have been approved. These break down into Round 3, 4,5, 6 and 8 AIDS programs, Round 1, 4, 5, 7 and 8,9 tuberculosis programs and round 1, 5 and 6 malaria programs. Three Rolling Continuation Channels (RCCs) are Round 3 HIV/AIDS RCC, Round 1,4 TB RCCs; and one National Strategy Application (NSA) is Malaria program. Till now, all the Global Fund programs have been consolidated.
The China Global Fund Country Coordinating Mechanism (CCM) endorsed the newly revised “China Country Coordinating Mechanism for the Global Fund to Fight AIDS, Tuberculosis and Malaria Project Terms of Reference (Trial version)” at the 15th Plenary on 20th February, 2006. These Terms of Reference stipulate that the term of office for CCM sector group members is 2 years. The various sector groups should each nominate CCM members for their sector group. Representatives should be selected through an open, transparent, and documented process from the sector group. Every CCM member may attend CCM meetings with 2 alternates from their sector group. The rights and responsibilities of CCM sector group members are clearly stipulated in the CCM Terms of Reference ? see annex 1. December 15th, 2010, CCM Secretariat was received formal letter from William J. Clinton Foundation (Clinton Foundation), Beijing Representative Office, regarding resignation from CCM, and they sent the resignation to its sector group on January 4th, 2011. The resignation took effect immediately based on the CCM TOR. As a result, CCM Secretariat will facilitate to select member(s) of this Sector Group.
II. Required criteria for representatives
Organizations registering for the representative elections should meet the representative criteria listed in the “China Global Fund Project Country Coordinating Mechanism Member Replacement Proposal” (annex 2, the 6th section). Although this sector group does not set limitations on its participating members, CCM representatives and participating representatives must be international non-governmental organizations working on prevention and treatment of HIV/AIDS, tuberculosis and malaria.
